I am not sure what these were used for but I suspect they were loading areas for steel from and to the Canal in the heyday of Stewarts & Lloyds, then British Steel

The site of Stewarts & Lloyds

When I was growing up Stewarts & Lloyds (which was taken over by British Steel) was one of the main employers in the area. It was sited along Gorsty Hill between Blackheath, Rowley Regis and Halesowen. It's demise in the early 80's added to the unemployment in the area.
