Unidentified bird, Wallingford

Anyone know what bird this is? Sorry about the quality, but it was difficult to get a shot and the digital zoom is not great. Spotted in Wallingford Castle Gardens. First thoughts were it is a Marsh or Willow tit, but not sure. See other picture as well.
