Looks almost like a Lego designed building erected in Eastern Europe. I like the monochrome treatment which greatly adds to the overall image.

This looks to be a rather disconcerting structure with the overhanging upper layers seeming rather threatening. I think Rod was being tactful about it. Nevertheless, a good image of a hideous building.
