Surely this is the Pin Mill at Bodnant Gardens in North Conwy in North Wales, and not Biddulph Grange Gardens down in Stoke on Trent? I have been to both.

Lovely location, but I agree with Deborah's comment that it looks very much like the Pin Mill at Bodnant Gardens
